Historical background to the document "From the talk of the President of the Republic of Azerbaijan Heydar Aliyev at the meeting with the participants of the 44th session of the Political Commission of the World Customs Organization held in Baku (Presidential Palace, December 5, 2000)"


In 1995, Heydar Aliyev began to re-build the work of the customs bodies. In general, their activities were revised anew. This reform was based on the principles, such as the study of the customs experience of the advanced nations, application of customs legislation in line with the international standards, to adapt the Azerbaijani customs service to the customs bodies of other countries on the basis of unification of documents and operations. The local customs legislation was improved.

The Customs Code of the Republic of Azerbaijan and the Law on Customs Tariff of the Republic of Azerbaijan were adopted. Relations with international organizations were strengthened. In this regard, holding the 44th session of Political Commission of the World Customs Organization in Baku, Azerbaijan, the first case within the Commonwealth of Independent States, is a historic event.
