During Heydar Aliyev’s presidency the youth policy became the main part of the political system of the government and the adopted decrees and instructions called the young people to be more active.

The First Forum of the Youth held in February 2, 1996 became the primary triumph of the strategy of President Heydar Aliyev in this issue. In 1997 with the instruction of the President the 2nd February was declared the Day of Youth. This was another care of the President for the young generation. Another main point of this policy was the education of Azerbaijanis in the reputable universities of the world. In 1970-1980s the admission of the Azerbaijani students to various universities of the USSR created new opportunities for the development of the country.

On October 19, 2006, President of the Republic of Azerbaijan Ilham Aliyev signed an instruction “on the State Program for the education of the youth of Azerbaijan abroad”. This program intended the creation of a system for the education of the young people abroad.
