Azerbaijani-Kazakhstan relations


                                                       

 
Throughout 1998 and 1999 the relations between the two countries were continued on the level of other officials.

President of Kazakhstan Nursultan Nazarbayev paid another official visit to Azerbaijan on April 7, 2000. Heydar Aliyev and Nursultan Nazarbayev had a tete-a-tete meeting. Several documents on the development of economic and political cooperation between the two countries were signed within the frames of the visit.

On February 15, 2001, Kayrat Abuseitov, special representative of the President of Kazakhstan, first deputy foreign minister was on visit in Azerbaijan. In the second half of 2001 Heydar Aliyev and Nursultan Nazarbayev met twice within the frames of CIS summits.

On April 23, 2002, Heydar Aliyev met Nursultan Nazarbayev during the summit of heads of states of the pre-Caspian countries.

During the presidency of Heydar Aliyev the Azerbaijani-Kazakhstan relations mostly covered the legal status of the Caspian Sea and the fields of agriculture and energy. The two countries cooperated successfully within the frames of the summits of Turkic states, ECO and others Thanks to the efforts of President Ilham Aliyev, this cooperation became strategic and more intensified.

The first visit of President Ilham Aliyev to Kazakhstan was paid on March 3-4, 2004. During the visit Ilham Aliyev and Nursultan Nazarbayev exchanged views on economic relations, particularly on the transportation of the Caspian oil and gas to the world markets. Both of the presidents emphasized the importance of the role of Kazakhstan in large-scale projects, especially in Baku-Tbilisi-Ceyhan. It was also noted that the Kazakh gas may be transported to Europe through Azerbaijan in future.

Since Ilham Aliyev`s visit, cooperation between Azerbaijan and Kazakhstan has been developing.

On May 24, 2005, President Nursultan Nazarbayev paid a visit to Azerbaijan. Several agreements between Azerbaijan and Kazakhstan were signed during the visit.

On June 6, 2006 President Ilham Aliyev paid a working visit to Kazakhstan. The main result of the visit was the signature of the agreement between the Republic of Azerbaijan and the Republic of Kazakhstan on the support and establishment of conditions for the transportation of oil from the Republic of Kazakhstan to international markets through the territory of the Republic of Azerbaijan via Baku-Tbilisi-Ceyhan pipeline".

The strategy on the transportation of oil and gas of Kazakhstan to the world market through Azerbaijan was initiated by Heydar Aliyev and was successully realized during the presidency of Ilham Aliyev.

In order ensure high level of interstate relations, President Ilham Aliyev paid attention to the personal relations with President Nursultan Nazarbayev. Ilham Aliyev also develops relations both bilaterally and within the frames of different international organizations. For example, Ilham Aliyev met Nursultan Nazarbayev during the eighth summit of the Turkic states on November 17, 2006, and the summit of the Pre-Caspian states held in Teheran on October 16, 2007. At that Summit Azerbaijan and Kazakhstan demonstrated the same position.

Another remarkable event in the relations between the two countries took place on August 7-8, 2007. President Ilham Aliyev paid an official visit to Kazakhstan. During his visit President Ilham Aliyev met his counterpart Nursultan Nazarbayev, as well as other officials of Kazakhstan. Agreements on trade and television were signed between Azerbaijan and Kazakhstan.

President Ilham Aliyev paid his next visit to Kazakhstan on May 8, 2008, in order to take part at the tenth anniversary of the city of Astana.

The next visit of President Ilham Aliyev to Kazakhstan was realized on September 11, 2009. Together with President Nursultan Nazarbayev, Russian President Dmitriy Medvedev and the Turkmen President Kurbangul Berdimuhamedow he took part at the assembly devoted to the cooperation on the sphere of oil and gas.

On October 2, 2009 the President of Kazakhstan Nursultan Nazarbayev paid an official visit to Azerbaijan. After a tete-a-tete meeting between the presidents, meetings between the delegations and the ceremony of signature of documents were held. "Joint Statement on establishment of relations of between Sumgayit (the Republic of Azerbaijan) and Aktau (the Republic of Kazakhstan)", "Memorandum on joint use of the infrastructure of SOCAR in the development of oil and gas deposits of Kazakhstan", "Agreement on joint activity in the elaboration of technical-economical justification for the Transcaspian project", "Memorandum on cooperation over the Baku-Black Sea oil pipeline between KazMunayGas and SOCAR", "Agreement on cooperation in the sphee of agriculture between the Ministry of Agriculture of the Republic of Azerbaijan and the Ministry of Agriculture of the Republic of Kazakhstan", "Agreement on cooperation in the field of veterinary service between the Government of the Republic of Azerbaijan and the Government of the Republic of Kazakhstan" were signed.

All the documents signed between Azerbaijan and Kazakhstan prove the strategic importance of relations between the countries. Opening the Azerbaijani consulate in Aktan is another fact demonstrating it.

The Azerbaijani-Kazakh relations cover a wide sphere of cooperation. All positive traditions in these relations are being pursued. At the same time, the two countries cooperate in international arena. That`s why, Azerbaijan and Kazakhstan have never had any problems. The two countries reached an agreement on the legal status of the Caspian Sea within a short time.

Besides the bilateral relations, Azerbaijan and Kazakhstan have a successful cooperation within the frames of international organizations. Kazakhstan agreed to join Baku-Tbilisi-Ceyhan project and transport its oil and gas resources to the world market through Azerbaijan. It shows that during the period of struggle over modern energy resources Azerbaijan and Kazakhstan could reach a common position. Furthermore, Azerbaijan and Kazakhstan actively cooperate in the implementation of a number of transport projects. Kazakhstan has become the closest partner of Azerbaijan in the Central Asia.
