Historical background to the document "Speech of the President of the Republic of Azerbaijan Heydar Aliyev at the meeting of the Heads of states and governments of the OSCE member-countries in Budapest (December 6, 1994)"


On 6-7 December 1994, Heydar Aliyev took part in the 4th Summit of the Conference on Security and Cooperation in Europe in Budapest, Hungary. Accordingly to the results of the Budapest Summit, on January 1, 1995, CSCE was renamed to OSCE , a European institution which ensures the security of the member states and principles of mutually beneficial cooperation. It was decicded for the first time in Budapest to set up peacekeeping forces able to participate in the European security actions and dispatch them in the conflicting areas within OSCE ; an agreement on sending the first multinational peacekeeping forces to Nagorno-Karabakh was reached. A resolution titled “Intensification of the activities of OSCE in connection with Nagorno-Karabakh conflict” was adopted at the Budapest Summit. According to the results of the Budapest Summit, a high level planning group on the Armenian-Azerbaijani conflict composed of military representatives nominated by the OSCE member-states was established in Vienna on 20 December 1994.
