Historical background to the document "Speech of the Acting President of the Republic of Azerbaijan, chairman of the Supreme Soviet Heydar Aliyev at the Republican Conference in Baku (August 24, 1993)"


In August 1993, Alikram Humbatov, leader of an illegal armed gang, which did not obey the Ministry of Defence of the Republic of Azerbaijan, together with criminal elements seized the legal power, violated the Constitution of the Republic of Azerbaijan. Contrary to the will of the population of Lankaran, Astara, Masalli, Lerik, Yardimli, Jalilabad and Bilasuvar, Alikram Humbatov`s separatist gangs proclaimed the invented Talysh-Mugan Republic by force. In order to consult with the members of the parliament, officials and intelligentsia from the southern regions and to clarify the situation, Heydar Aliyev conducted a meeting on August 13, 1993.

The crimes committed by Alikram Humbatov were discussed in detail and politically evaluated. Heydar Aliyev mobilized the southern population and the Azerbaijani people in general against separatism and ethnic hostility. The decisive actions prevented the plot against the territorial integrity of the country.
