Relations between the Republic of Azerbaijan and Kuwait develop in different spheres. In 1990s, Kuwait assisted in the realization of different projects in Azerbaijan.However, contacts between the two states have not reached high development so far. Azerbaijan opened its Embassy in Kuwait in 2005. Kuwait`s Embassy in Baku started its activity in 2006. (http://www.kuwaittimes.net/)

Development of the Azerbaijani-Kuwait relations began during Heydar Aliyev`s presidency. The importance of the mutual contacts was stressed during the visit of the delegation of the Kuwait-Azerbaijani inter-parliamentary friendship group headed by Jamal Hussein Fahat al-Omarto Azerbaijan at their meetings with the authorities of the country inSeptember 2001. The issues of the Kuwait-Azerbaijani cooperation, Armenia-Azerbaijan Nagorno-Karabakh conflict, combating international terrorism were talked between the sides at the delegation`s meeting with Heydar Aliyev on September 27, 2001.

Heydar Aliyev sounded his thoughts that the notions of Islam and terror are quite opposite and this religion renounced the violence at the meeting with Kuwait delegation yet, a little after the September 11 attacks. Azerbaijani Presıdent said the Iraqi aggression against Kuwait and Armenia`s occupation of the Azerbaijani territories were similar cases and it was important that Azerbaijan and Kuwait assist each other as friendly states.

President of Azerbaijan Ilham Aliyev protested against the relating Islam to terrorism in his speeches at the Extraordinary Islamic Summit held in Mecca in 2005, and at the conference of the foreign ministers of the Organization of Islamic Conference in Baku in 2006. (http://www.president.az/)

In December 2005, in his interview given to a Kuwait newspaper, "Kuwait Times", the Azerbaijani Ambassador to Kuwait said that though the economic cooperation between Azerbaijan and Kuwait was not at high level, necessary steps are to be taken in this direction in the nearest future. During a visit of the Deputy Minister of Information of Kuwait to Azerbaijan, the issues of development of bilateral relations were discussed at his meeting with President of Azerbaijan Ilham Aliyev and Foreign Minister on May 11, 2006.

In June 2007, Foreign Minister of Kuwait visited Azerbaijan. During the visit he reminded the Azerbaijani public`s support for Kuwait when Iraq invaded Kuwait and stressed the importance of compliance with the UN resolutions demanding release of the occupied Azerbaijani territories in the Armenia-Azerbaijan Nagorno-Karabakh conflict at the press conference held with his Azerbaijani counterpart. At his meeting with President of Azerbaijan IlhamAliyev, the Kuwait minister delivered him the greetings by emir of Kuwait and his invitation to visit Kuwait. (http://www.azertag.com/)
