Diplomatic relations between the Republic of Azerbaijan and Germany were established on February 20, 1992. Federal Republic of Germany is considered as a reliable economic and political partner of Azerbaijan.

President of the Republic of Azerbaijan Heydar Aliyev paid his first official visit to Germany in July 1996. He was accompanied by a delegation consisting of 50 people during this visit. After negotiating with the German president Roman Herzog, Federal Chancellor Helmut Kohl and Foreign Minister Klaus Kinkell, Heydar Aliyev met German businessmen in Bonn, Düsseldorf and Stuttgart. He called on big German companies to work in Azerbaijan.

Azerbaijan supported the proposal of co-chairmanship of Germany in the Minsk Group mediating in the settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict in January 1997. But Berlin stayed as an ordinary member of the Minsk Group because Armenia protested against it. Weakness of the Armenian Diaspora in Germany in comparison with the Turks and that the Turkic speaking Azerbaijanis would benefit from was one of possible reasons why Armenia was against the co-chairmanship of Germany

The administration of German leadership has not once declared that they recognized the territorial integrity of Azerbaijan.

Mutual visits paid by the high officials from both sides continued to the development of bilateral contacts. In 2001, Yoschka Fischer, the German Federal Minister visited Azerbaijan. Azerbaijani Foreign Minister Vilayat Guliyev visited Berlin and held negotiations with the then German Foreign minister Yoschka Fischer on November 12, 2003. Yoschka Fischer paid an official visit to Azerbaijan on April 21-22, 2004.

President of the Republic of Azerbaijan Ilham Aliyev paid an official visit to Germany on August 24-26, 2004. During this visit, the German President Horst Kholer and Federal Chancellor Gerhard Schroeder once again confirmed they were for the territorial integrity of Azerbaijan in the Armenia-Azerbaijan Nagorno-Karabakh conflict.

The Azerbaijani-German relations, German companies` activity in Azerbaijan and the Nagorno-Karabakh conflict were discussed at the meeting President Heydar Aliyev with the German Ambassador to Azerbaijan Klaus Grevlich on August 27, 2002 as well. The German Ambassador told that two other German companies have begun to work in Azerbaijan, that he support of Azerbaijan`s position in the Armenia-Azerbaijan Nagorno-Karabakh conflict in a conference held in the United States and the former US President Bill Clinton and Secretary of State Madeline Albright were present. He said that he conveyed comprehensive information on the conflict to the participants of the conference.

Heydar Aliyev said that he highly appreciated all the works and he was with the activity of Claus Grevlich as the German Ambassador to Azerbaijan. Klaus Grevlich presented a letter from Madeline Albright to Heydar Aliyev at the meeting.

The Azerbaijani President emphasized the importance of the speech by Klaus Grevlich in the conference held in the United States: "We need it very much. Because, there is a need to give a comprehensive information and explanations about Azerbaijan. Unfortunately, not everybody and everywhere knows the truths about Azerbaijan.That is whyI highly appreciate your initiative and great activity there, and express my gratitude to you."
