ABSTRACT
The thesis discusses diaspora policies of the Azerbaijani government. The author indicates that the continuous part of the national policy of the Republic of Azerbaijan is diasporal policy of national leader Heydar Aliyev's all Azerbaijanis, based on the national idea Azerbaijanism. The author particularly emphasizes the prominent role of national leader Heydar Aliyev in the creation of ideology of Azerbaijanism, the priority of which is to ensure the self-organization and solidarity of Azerbaijanis living in different parts of the world.
Based on the study of the works and speeches of Heydar Aliyev the study displays Herculean efforts of the national leader for the organization of solidarity countrymen caught by the will of fate in the various countries of the world. Significant place in the thesis is given to the activity of the first, second and third Congress of World Azerbaijanis. It is emphasized that the special importance of the work of these congresses was to implement the ideas of Azerbaijanism as national ideology among Azerbaijanis living abroad. Very important here is the creation by the national leader Heydar Aliyev of the State Committee for Work with Azerbaijanis Living Abroad, as well as the adoption of the Law of Azerbaijan Republic on State Policies Related to Azerbaijanis Living Abroad.
Now President Ilham Aliyev is worthy successor of Heydar Aliyev’s diaspora policy. In hisdecree "On the perpetuation of the memory of National Leader Heydar Aliyev " from March 10, 2004 it is emphasized: "Philosophy of Azerbaijanism formed and developed by national leader Heydar Aliyev that defined place of Azerbaijan in the modern world, was the ideological basis of our national statehood and created a solid base for solidarity of Azerbaijanis of the world." In the study it is noted that President Ilham Aliyev in its diaspora politics, more precisely at the Third Congress of the World Azerbaijanis, clearly defined priorities facing the Azerbaijani diaspora, government agencies regulating the relations of the Azerbaijani diaspora with their homeland.
The author notes the success of the Organization All-Russian Azerbaijani Congress and the Federal National-Cultural Autonomy of Azerbaijanis in Russia, the positive activities of the Representation of Heydar Aliyev Foundation in Russia, led by Leyla Aliyeva.
The paper notes that the problem of the Armenian-Azerbaijani Nagorno-Karabakh conflict finds constant reflection on the pages of newspapers named websites of Azerbaijani diaspora in Russia, as well as in the media of the countries where our countrymen live, discusses the development of media resources and Azerbaijani Diaspora preservation of national and cultural identity of Azerbaijanis in the countries of residence.
