Historical background to the document "From the speech of the President of the Republic of Azerbaijan Heydar Aliyev at the opening of the Olympic Center at Mashtaga (December 29, 2001)"

When Heydar Aliyev was elected President of the Republic of Azerbaijan, as in other spheres the attitude to sports in the country also changed. In 1994 by the decree of President Heydar Aliyev the ministry of Youth and Sport was established.

We may call 1994 a turning point of the sports in the republic. In the same year by the instruction of President Heydar Aliyev a Sports Fund was established in Azerbaijan. Heydar Aliyev provided this fund with money as an exception. The instruction of President Heydar Aliyev “On the development of gymnastics and sports in the Republic of Azerbaijan” revived this field.
