Heydar Aliyev: Welcome to Azerbaijan.I think that your visit will contribute to the development of bilateral contacts between our countries.

I was told that you held several meetings. Now we are meeting. Please.

Said Mustapha Mujbir: Your Excellency, thank you for receiving us although you have a lot of works. It is an honour to say that we have met the responsible people whom you appointed. They represent Azerbaijan at high level and held necessary meetings with us. As you said, we, the brotherly countries, held several meetings with officials here. I think and hope that they have reported to You about it.

Heydar Aliyev: Yes, they have done.

Sad Mustapha Mujbir: I would like once more to stress one point.

You are a man of rich experience. We have to use the experience gained by you when you held a high position at the Cabinet of Ministers of the USSR, in the Soviet administration as a whole, as an only Muslim.

Your brother, the leader of the Libyan revolution Muammar Qaddafi invites you to the Libyan Jamahiriya. Unfortunately, we could not have realized it during your 9 years of independence. You were busy with a number of issues, including those related with war and state building. We were suffering from blockade. We were busy with the problems connected with the blockade.

As a result of Your wise policy, the bloodshed in Karabakh was stopped and the sons of Azerbaijan don't perish now. We also could get a rid of problems of the imposed blockade. If you meet with Your old friend colonel Muammar Qaddafi, this meeting and at the same time Your rich experience may teach us what to do in Libya more. Such a meeting would define the works to be done to strengthen the contacts at the bilateral, international and regional level.

I told at the meetings today, especially with Prime Minister and speaker of the parliament that our works have not been resulted in the solution neither the Palestinian, nor the Karabakh problems. That is why we have to search new ways and means. I think that your meeting with Your brother Colonel Muammar Qaddafi would be a step in this direction.

This region, your country gave great scientists, thinkers and poets to the Islamic world. We need your wisdom at the moment. The letter sent by your brother Colonel Muammar Qaddafi says that you create history here and participate in the establishment of regional meetings, communities and unions. Your brother Qaddafi is due to finish the establishment of the African Union. After nearly three or four months the extraordinary session to be gathered in Libya will declare the establishment of this union. This union will cover approximately 700 million population. All primary raw materials are in this region. Your brother Colonel Qaddafi wants to discuss this strategic issue with You.

In all our meetings, including with the speaker of the parliament and Prime Minister and other ministers, we disclosed a similar positions in a number of issues. In general, we talked much about friendship. Now it is time to do real works. If you show some ways in strategic spheres in Your meeting with Your brother Colonel Qaddafi, we, the Libyans shall be Your faithful soldiers in this issue. Thank You.

Heydar Aliyev: Thank You for Your worthy and nice words about me and the invitation sent by my friend, brother Muammar Qaddafi.

Indeed, our brother countries have their own hard problems. I am very pleased that you are aware of our independent country, Azerbaijan and our problems, although you are far from us. You also know about the Armenian aggression against Azerbaijan and occupation of 20 percent of our territories and forcible displacement of more than one million of Azerbaijanis, Muslims as a result of this aggression.

Great injustices were committed against our country and people. You said right that we stopped the battles six years ago and signed a ceasefire agreement. Bu the problem is that we have not resolved the conflict and our occupied territories have not been liberated yet and our compatriots have not returned homes. The territorial integrity of the Republic of Azerbaijan has not been restored yet.

I am very pleased that knowing these problems, you are a partner with us. Your country actively participated in the adoption of the resolution in international organizations, especially in the Organization of Islamic Conference connected with the injustices committed against Azerbaijan.

We know that you have painful problems as well. We have always been for justice. Your people have suffered great deprivation for many years. Thank God that you have got out of this situation now. It is very gladdening that distinguished Muammar Qaddafi did much for such a great issue, for the establishment of the African Union, and as you know, it produces good results. I believe that with the help of God, you will carry out these works successfully.

I accept with pleasure the letter sent to me by distinguished Muammar Qaddafi. Naturally, I accept this invitation and will realize it. I am very interested in it and I wish it much.

I have met my brother Muammar Qaddafi while working in Moscow there. We had good talks. I always remember this meeting and talks with great pleasure. But I have never been to your country. It will be great pleasure for me to visit your country and hold necessary talks with the leader of your country.

Please give my brotherly regards first to distinguished Muammar Qaddafi, the Libyan leader, and for the Libyan people. I wish success to your people in his way.
