The GUAM Organization for Democracy and Economic Development composed of Azerbaijan, Georgia, Moldova and Ukraine was founded in 1997 and turned into an international regional organization in 2006. GUAM brings together the partner countries on the basis of common interests in democracy, development and security.
On 20 July 2002, Heydar Aliyev attended the fifth summit of GUUAM in Yalta. As a result, “on agreement on the establishment of free economic zones among the member-states of GUUAM” and “an agreement on cooperation between the governments of GUAM - member states in the field of combat against terrorism, organized crime and other dangerous crimes” were signed.
